Could you please clarify:
- The storage vault type you are using (managed, unmanaged, personal etc.);
- The actual storage used (USB, local disk, SAN, SMB folder, tape etc.)
- The data you are backing up (disk images, files, Exchange data etc.)

1. The storage vault type is using (Centralized unmanged vault)
2.The actual storage is using (NAS SMB folder)
3. Backing up is (folders/files)

I've received confirmation that this is a known issue in the product which will be fixed in a future version. One way to work around this problem is using a managed vault.

It seems that you running this operation when connected to the Management Server. It can't perform conversion to full, you need to connect to the agent that performed the backup and convert using it.
