Black screen with blinking cursor when rebooting after recovery

When rebooting after recovery I get standard enter BIOS stuff but then a blank screen with a blinking cursor.

I have taken multiple images of another machine I am trying to apply to a new build
Hardware is exactly the same on backed up PC and new build
I have validated every image I have taken after backing up and before every recovery attempt
The image contains an MBR as part of the recovery
I have formatted the drive and also tried another hard drive in replace but get same issue
Successfully installed windows 7 on the blank drive to verify the drive is ok and tried to recover over that but get same issue
I have tried using multiple Acronis bootable media CDs created in AB&R11

I am all out of ideas, any help would be appreciated.
