can not deploy virtual appliance

I am trying to re-deploy a VA to my vcenter server. My system does not have HA so I was required to migrate the vcenter vm using the stand alone converter tool. I had to do this to change some networking options on the host that the vcenter server was on. After doing the migration and restarting vcenter, the VA stopped working. When I try and deploy a new VA it fails. Error code 44: failed to obtain server object owner (ha-root-pool).

Error code 64: server fault code(no subcode) the object has already been deleted or has not been completely created. Detail: ha-root-pool.

I have completely deleted the vm that acronis was installed on. Rebuild the vm, - re-installed acronis, created a new database on my sql server, and restarted the management agents on all of my esxi hosts. I'm stuck.
