Cloud backup deployment point

Can someone verify at what point the cloud backups get pushed out? Does the data get pushed out from the machine getting backed up or from the machine AMS is setup on?
Cloud backups are taking longer than expected and are causing network issues on the main WAN link. If things could be configured at a single point to use a different uplink it would be fantastic in my environment.
