computer is going after cloning not to shutdown, it makes a new start, why?

by backup-Processing my computer is doing shutdown that ist ok and very well. But my computer make not shutdown, if I cloning on a extern drive, although I have done shutdown tick, it makes a new start Why is going my computer not shutdown and is doing a new start?
What is here wrong?
