Deleted Vaults / .meta folder

Is there any way to recover or create new vaults based on the .TIB backup files? I have about 30 .TIB backup files that I can not use because the .meta folder was deleted. I can not even utilize the .TIB for recovery.

Any help on this will be greatly appreciated.
