Does Aconis have to be scaled by throwing hardware at computers/servers to backup data?

Is Acronis cross-platform?  This means am I able to back up my Windows Vista desktop unto a Linux Server or vice-versa, etc., or does it have to be a homogenous OS environment?

Is Acronis proficient at backing up laptops that change network conditions frequently, or do you have to backup to tape, etc.?

Could you please be more specific? Could you please clarify your question?

You are able to place the backup files to Networks shares (SMB/NFS).

Is Acronis proficient at backing up laptops that change network conditions frequently, or do you have to backup to tape, etc.?

What do you mean by network conditions? Do you mean that the IP addresses are changed frequently? Do you use double NIC-card systems?
