[RESOLVED] Cannot convert to full backup

Running ABR11.0.17440
I have a machine that was recently retired, and i have a chain of backups in an unmanaged vault. In order to ensure that we have access to it in the future, i attempted to "convert to full" on the last incremental in the chain. The original machine is off, however, based on what i have done with acronis in the past, you can tell whatever registered agent you want to do the job.
It failed, here is the error message.

If converting to a full backup is not supported, why is it there? in all my time with acronis, i didn't see anywhere that it would require a separate license, so i am wondering what i am missing. I don't want to hang onto a full backup chain (that hasn't followed retention rules so it is quite bloated).

Any suggestions or ideas? like i said, the machine has been retired and is not available to use to do the conversion.
