Is it necessary to also restore the MBR and track 0 during a restore of the "C" partition?

I've done it both with and without and dont know the difference.

A simple answer will suffice.

It's not necessary when restoring back to the same drive unless you know the MBR has been corrupted. If the MBR was working properly before the partition restore, it will still work after the partition restore.
