Universal Restore from RAID1 - One HDD succeeded and one can't boot

I had a Microsoft Windows Server 2003 std which run on raid1. The raid 1 use same size, same brand, and same type HDD(two Seagate 160gb Sata).
Today, i use Universal Restore on one new machine to restore the system(no raid) but one HDD succeeded and one HDD can't boot.(*1)
I confirm i use Motherboard Driver CD(Foxconn H61MX EL) and select correct path to install driver during Universal Restore process.

Anyone can explain what the happen?

On HDD which can't boot I can see server 2003 logo and process bar, when process bar recycle 2 times the system will auto restart.
