How to restore folders/files if you don't have access to the original machine?

I realize this is a really dumb question, but I couldn't find an answer in the KB. Probably searching for the wrong terms. 

I run Cyber Backup 12.5 on a file server. I only back up folders and files and restore them if a user deletes something. I've got two plans: Two local and one cloud. The Acronis TIBX files are stored on LAN share and a USB drive. Pretty basic stuff. 

If I don't have access to the file server on which Cyber Backup is installed, or if the machine totally dies and I need to restore the files, what would I use? Could I install Cyber Backup on a different server and use it to open the TIBX files and/or download the cloud backup?

In case of disaster you should log in from another live pc to your Acronis account and install Acronis Management Server on that machine or access your cloud-based management console. Once you access your backup locations (cloud or local share) you will be able to recover damaged PCs by booting them from Acronis Bootable Media and starting restore from a disk-level system backup of the respective machine. 

However, please note that you will have to spend a license for backing up your fileserver if you need to restore it in case of emergency.
