Wrong Agent Assignment

We have large environment where each branch has their own esxi hosts and vms but all of these branches are connected to 1 vcentre.
The issue that we are having is that the VMs of branch A is not able to see its own ava. VMs getting assigned wrong ava from different branch and if we tried to manually assign the AVA it wont show up on the list.
i saw post from another forum that vms by default should bind to the appliance running on the same esxi host. but this is not happening in our case and we cant even find it. Any ideas please?
