Acronis 2021 restore differential backup files to a new PC -- Survival Kit to restore system to new drive on old PCOn

Problem Background 
Installed Acronis 2021 on Aug 3, 2021, on my HP Pavilion Windows 10 PC.  Created first (and only) differential file/folder backup on Aug 17 and saved to a Seagate 2TB One Touch USB drive.  On Oct 10, my HP PC died, apparent hard disk crash, "A required devices isn't connected or can't be accessed":  Error 0xc000000e : windows/system32/winload.exe : PC would not boot from a Windows 10 repair disk.  Took PC to Staples and was informed damage to system was severe and too expensive to repair, although files might be salvageable to new USB drive for $70.  Purchased a new HP Windows 10 PC. 

Two Questions: 

[1]  I should be able to get my the folders & files from my Aug 17 Acronis differential backup onto my new PC or another available USB backup drive, but I need the Acronis software to do so. Can I simply download/install Acronis 2021 again to my new PC using the product key used to download/install on my old PC?

[2] On Aug 28, I made an Acronis Survivial Kit on a USB drive.  Is this USB drive all that is needed to restore my old Windows 10 system + my folders & files to a new/blank hard drive installed on my old PC?  If so, it might be worthwhile for me to simply put a new hard drive in my old PC and restore the system.

Rob, welcome to these public User Forums.

The first recommendation is to install ATI 2021 on your new HP PC and go through the process to activate this as per one of the following documents.

KB 65416: Acronis True Image 2021 (Windows): "You've exceeded the maximum number of activations for this serial number"

Once ATI is installed, then see the next document for how to get to your files & folders.

See KB 65547: Acronis True Image 2021: how to restore files from a backup (Windows) and scroll down the page to 'How to restore files in File Explorer' which you should find easier to use if only wanting to recover some files, allowing you to use normal Copy & Paste commands.
