Getting error when trying to lock partition with bootable media
I am using a WIN-PE based USB bootable media created under the Advanced option using the Windows ADK option. When I am restoring using this media, I get the following error message: "Unable to lock the disk. Boot your computer from a Linux-based bootable media, and then try again."
Anyone have any ideas why I am getting this message?

Rick, as Ian mentioned above, one possible cause of the 'unable to lock' error is because your PC hasn't been shutdown fully before trying to restore a backup. This can be the case if you have Windows Fast Start enabled and just did a normal shutdown from Windows, which puts the PC into a hybrid sleep state (akin to hibernation) and sets a flag denoting this state which Acronis detects.
You can ensure that you are not in a hybrid sleep state by either doing a Restart in order to launch the Acronis rescue media boot, or else by pressing & holding a Shift key when clicking on Shutdown.
Also as Ian says, you can often just retry multiple times until the lock is achieved and the restore can progress onwards.
One further option is to use the rescue media > Tools > Add new disk option and reinitialise the target drive in the correct partition scheme (GPT for UEFI boot / MBR for Legacy), which then will remove any lock flags. There is no need to create any partitions on the drive as these would be wiped by the restore, so the drive can be left as 'Unallocated' drive space.

Thanks Ian and Steve.
When I do a restore, I shut down the computer and unplug it and then disconnect the cables from the drives and install them on my backup drives. I then power up the computer and boot from a USB drive that contains the Acronis software and proceed with the restore to my backup drives. Therefore, I don't believe it is the power issues you have pointed out but thank you anyway.
I will try the Tools>Add new disk option and reinitialize the drives. Thanks Steve!
