I have a Intelnuc pc and I was able to create a survival boot partition, but on my windows 10 laptop I cannot create a survival boot partition on my USB SSD thumb drive I get error. So my question is why can i create a boot partition on my PC ? but not my laptop ?

Marko, sorry but more information is needed before we can suggest any answers?

The Survival Kit process is only intended to be used with external disk drives and these should be removable drives using a support file system.

The option to create a Survival Kit is only offered when you are creating a new Disks & Partitions (or Entire PC) type backup task and are setting the Destination for the task to a suitable external USB drive that can be used for this purpose.
See KB 61639: Acronis True Image: how to create Acronis Survival Kit - for more information on the process.
