Need Cloning Advice

I do not know if it makes a difference but I have a Dell M1710 running an OEM version of XP Pro.
I cloned my drive to a portable external drive.
I wanted to put a bigger internal drive in, and then do another clone to it, and then keep the external as a backup.
But I can not get the machine to boot from the external even though it is set to boot from a USB source.
I disconnected the external after the clone was complete and the machine shut down.
I restarted the machine, got Acronis running, plugged in the external, and it showed that I had two identical drives.
What am I missing here?
I might be dumb but I'm not stupid.

Windows is designed to not boot and run from a USB drive. To get that to work takes special tweaking.

You should just need to install the new internal drive and clone back to it.
