Dell OptiPlex 990 Drive Letter Issue

When I create a master image it labels drive letters as follows:
RECOVERY (C)
OS (D)
Obviously the OS drive is the primary C: drive but it labels it as D. I go to deploy the image to a same exact hardware machine and it sees the image and labels it OS (D:) and I can't change it. When it ask what partition to create on the new machine it has 2 selected and will not let me go down and select 1. I let the deployment start and it fails saying can not create drive structure.
How can I get snap to see the drive as C???
