Snap Deploy applying local user specific policies to all users

I've built a PC that needs local group policies applied to a single user. I've made sure the policies only affect the one local user before creating a master image but when I load the image onto another PC snap deploy has somehow made these policies apply to all user accounts on the PC. Is there a way to prevent snap deploy from doing this?
