Template changes not saved under FILES TO TRANSFER, transfer feature not working

For some reason the FILES TO TRANSFER feature is not working for me. When I specify files to transfer the files are not copied. In my testing, only the first file was even attempted and a 0K file with nothing in it was left where the actual file should be.

I trying to troubleshoot this, none of my template changes are being saved. If I edit a template and specify files to copy, when I return to edit the template again all those changes are gone and the FILES TO TRANSFER shows nothing in the list.

Any ideas on how to fix either of these issues?
