bootable backup on usb external drive will not boot error code 0xC0000225

When I try to boot a backup created on an external usb drive I see error message
"Windows failed to start: a recent hardware or software change may be the cause of the problem" error code 0xC0000225. Windows Explorer is able to show folders and files on the drive, so I believe the disk is not (totally) corrupted. Seagate short self-test returns OK.
