Cannot access "Local Settings" to backup Outlook 2003 e-mail

I cannot find how to backup my e-mail file, when I search through "My Computer" local settings does not appear.

The path is

C:\Documents and Settings\xxxxxx\Local Settings\Application Data\Microsoft\Outlook\Personal Folder 2015.pst

I can get to C:\Documents and Settings\xxxxxx\

But there is no Local Settings Option, is this because of Outlook being used for my account (not opened) or is there another reason?
