Would it be possible to restore an image onto an external hard drive or a flash drive and make it Bootable through USB?

Not a Windows installation.  This is a limitation of Windows itself and not the fault of True Image.  True Image can perform the task but Windows will not allow boot from removeable media.

Ditto to Enchantec - you would need to create a Windows-2-go install which technically requires an Enterprise Windows license to officially create such a bootable UsB Windows version.  However, there are 3rd party tools that can do this as well. There is a competing product (not their backup product that has this in their free parition tool which works nicely for this, but as a competing product, although not their backup software, I still can't post it directly here).  Also, be advised that it's designed to create a fresh install of Windows to go and not take a backup and restore it to the USB where it's bootable.  However, once you have it created, you can then back that up with Acronis and restore it as needed.
