laptop cpu useage settings appear ignored during backup

I set my laptop cpu useage to restrict it to 40% as it tends to get too hot when allowed to go to 100%

it seems that this setting is ignored wehn a backup,is made, as the laptop gets very hot and the fan whits very loud...

 

is there a way of utilizing these settings during a backup
