Copy paste original data from old computer to external drive. Copy paste from external to new. This is the easiest.

Or if the new system has acronis, you can import an existing backup into the console and restore from it . Or double click a backup .tib file and copy out of it.

As a backup software it's not designed for direct copies out of backups unless you restore first somewhere and then copy and paste. But if you have the app on the machine, double clicking the backup file should allow copy and paste out of it.

Yes, it's not a file sync software which would just copy the files to another location as a replicated folder.

Acronis backups are created in proprietary Acronis .tib format and meant to be read only to maintain the integrity of the data in the backup as of the point in time the backup was created.  You either have to have Acronis installed on the recovering system to mount or navigate the backup file, or use your offline recovery media and can restore files that way as well.  If you do have Acronis installed on the 2nd pc though, it is pretty simple to just double click the backup .tib file and copy and paste from it.  You can also right click the .tib file and "Mount" it so it shows up like an external hard drive would and copy and paste out of it too.
