The application cannot locate the storage drivers for your new hardware.  Those drivers are commonly found in .exe files when downloaded or are located on a motherboard CD.  The driver files required must be extracted from these .exe files.  Third party tools such as 7zip can be used to do this extraction.  Once extracted look for .inf, and/or .sys fie types under/in driver folders.  Include those found to the location you have set for Universal Restore to search for drivers.

I downloaded the chipset files and ran the .exe file which extracted all the files. I copied them to a cd and pointed the location to universal restore. It ran through the process and ended as successful, however, windows boots to a locked login screen, mouse and keyboard are frozen and have no way to logon.

I would suggest a complete shutdown of your PC and a cold restart if you have not already done that.

Is the system frozen or is it possible that only the keyboard and mouse are not working?

Do you see disk activity?

If yes, maybe you can try the keyboard or mouse on another USB port, or try a non wireless keyboard...
