First, make sure you boot Univeral restore in the same manner as your OS is installed - legacy boot or UEFI boot.  You should be able to use your system one time boot or boot override menu to pick one specificially.  Try one and then the other and see if one works where the other does not (if your system supports both types of boot).

Second, what version of Universal restore media did you create.  The latest is v6027 and can be obtained from your online account if you're not sure if you have the latest.

Third, if the default Universal Restore media is not working, you can create WinPE media instead.  You would need to download the Windows ADK (see links in this post below).  Once downloaded and installed, when you use the Universal Restore media builder (don't use the one in the acronis application), you can change to Windows PE and Acronis will builid it for you.  You'll want to make sure to select 64-bit if you have a 64-bit machine or 32-bit if you have a 32-bit machine.

One other thought.. if you have the original machine, put the drive in that one and start UR on it adn run it if it lets you.  Then before you try to boot, move the drive into the new system.
