Why can't ATI v11 be installed on Windows 10-64bit ?
I use ATI v11 on my Windows7 partition in 64-bit laptop and it works well.
ATI 2016 is not pleasant for me to use in Windows10. I'd love to be able to use ATIv11.
Is there a real incompatibility issue between Windows10 and old ATI or is it just that Acronis KB says so?

Well, some say it works, but considering ATI 11 was programmed in 2011 and Windows 10 came out in 2015 and Windows 10 is a completely different OS than XP, Vista or 7 that were out when ATI 11 was built, I'd say it's a risk. How much is your data worth to you?
I'm sure the offline bootable recovery could work fine, but keep in mind that the ATIH 11 bootable recovery media is only capable of legacy/MBR support too so if your current Windows 10 system is installed as a UEFI/GPT OS, then your recovery with ATIH 11 will be a flop too since it won't know how to address the newer UEFI/GPT scheme correctly.

The problem with ATIv11 rescue is that it's slooooow because it doesn't know about USB3. Which is why I use 2016 rescue.
I'm not at all sure that archives produced by ATIv11 are not compatible with 2016. It works in Windows. And 2016 rescue can recover a partition in an image made by ATIv11 (on windows 7). I've recovered Windows10 several times that way.

My laptop is MBR/Legacy. I chose that when Windows7 was installing for one and only reason - ATIv11. So Windows 10 continues the MBR tradition.
It's a bit scary to try to install v11 since, as you say, Win10 system really is much, much different at the kernel level.

Just to clarify, ATI 11.0 final version was released in 2008 not in 2011, as shown in the screen shot below from my Acronis account.
Put simply 8 years is too old to use this product with Windows 10 that didn't exist until 2015.
The ATI 11.0 User Guide states the following system requirements.
1.3.2 Supported operating systems
• Windows® 2000 Professional SP 4
• Windows XP SP 2
• Windows XP Professional x64 Edition
• Windows Vista (all editions)

Acronis states that they are not compatible. I recommend that you create new archives using TI 2016. Its your data and your choice,
