ATI 2017 won't start and I think I've tried everything.....
Before installing a new drive I did a full backup of the C drive using ATI2017.
I installed the new drive
I restored the full backup to the new drive and the computer booted with no problems.
I clicked to start ATI and it did not open. All I got was a quick flash of a window that said something like "report a problem to acronis" The window disappears after about a quarter of a second.
I tried it a few more times and got the same result.
I did a repair install of ATI. No luck.
I uninstalled ATI, rebooted and reinstalled. Same problem.
I ran the acronis cleanup tool and did the registry check as described here: https://kb.acronis.com/content/48668
I restarted the computer and reinstalled ATI2017. I rebooted the computer again.
I tried to start ATI and got the same result - a quick flash of the "report a problem to acronis" window which disappeared quickly.
I am out of things to try.... can any of you suggest a remedy?

Did you install TI 2017 to the default location?
Yes
Do you see a UAC permissions message when you attempt to run TI 2017?
Yes
Do you have permissions problems with the TrueImageHome folder?
No
The default location would be at C:\Program Files (x86)\Acronis\TrueImageHome.
Installed to this directory
Who owns the folder?
Me, and admin
Do Administrators have full permissions?
Yes
Do you have any strange permissions issues with other folders on the system or on other physical disks in the computer.
No
Just fishing for possible answers here.

You have a difficult problem to diagnose over the internet. You may have a hardware issue. You should try to disconnect everything possible to see if that helps. You should also run chkdsk /f on all partitions. Also do some research on the com surrogate issue.

Here is something I tried... Maybe this will be helpful.
I uninstalled 2017.
Downloaded and installed 2018 trial.
2018 trial WORKED.
Uninstalled 2018 trial
Reinstalled 2017.
Same problem....will not start.

Richard, do you still have the old drive that you replaced at the start of this saga? If you do and can swap it back in temporarily, can you check if ATI 2017 will start up OK from there?
This may give an indication that the problem here is either with the new drive or else, something changed with your Windows 10 OS install at the time of doing the restore to the new drive?
It may be worth trying an in-place upgrade of Windows 10 where you essentially reinstall the same OS build over the top of your existing OS without losing any of your user data or applications - very much as happens with each new OS Update such as the latest Spring Update #1803.
I tend to agree with Paul that this type of issue is difficult to diagnose over the internet as there are multiple potential problem causes.
A final thought, can you boot the Acronis 2017 rescue media and launch the ATI application in that way, independent of Windows? If so, that would tend to give the core hardware a thumbs up, though this is not a real alternative to running Windows (unless you are at least using the WinPE version of the Rescue Media).

I think I am too lazy to crawl back under the desk and fetch the computer so that I can stick the old drive back in. Good idea though.
I'll take the easy way out and upgrade to the 2018 version.
