I restored files from Laptop to PC, and don't have permission to access them

Thread needs solution

I just got a new HP Pavillion Windows 10 PC.  I restored files from a backup of my HP Envy laptop using ATI 2017, and when I click on Downloads, or Documents, etc., I get an "Access is denied" error.

How can I access these restored files?

Did you select to restore to previous settings?  If you did then it brought with it the old User Account info from the old PC.  Delete the files and restore again and select Recovery options, select to Assume new permissions.

I followed the instructions at the link below, and unchecked the "Recover file with original security settings".   But I still get a permission denied error.
I don't have the option to delete the folders.  There is no "Assume new permissions" setting.

Wow, I don't even have permissions to delete a directory like Documents as an admistrator in powershell:

Okay, in File Explorer, I highlighted my home directory (C:\Users\bernie).  I right clicked on it, and got an access denied error, then there was an option (I don't recall it) which allowed me to continue, after which I can access all of my restored files.

That was tense!
