Single user 2016 to 3 user 2017 email offer for $29.99 - Will it work?

Received an email offer for upgrade to Acronis True Image 2017  today
3 computer license for the price of 1 $29.99

I currently own Acronis 2016 (but not installed - still using 2013) single computer. Will purchasing the $29.99 upgrade allow me to use the 2017 on 3 computers even though my 2016 copy being upgraded is only single user?

Yes, you're good to go.  You can upgrade from a single license to 3 user licenses.  Just keep in mind that "legally" once you install any of the 3 instances of 2017, you're technically obligated to only 3 licenses and not to 3 + the old one if you upgraded from an existing license.  There's really nothing that prevents this as far as the application goes either, though.

Soiunds good. I am currently running 2013 on one computer. Will I need to uninstall that before upgrading to 2017?

Also, I assume I can install 2017 on a Windows 7 computer that currently doesn't have Acronis on it?

I would recommend it in this case. The change from 2013/14 to 2015/16/17 is pretty significant. Starting with a clean slate may give you a better platform and better experience with the newer version so I'd do it in this case.  You'll need to start with new backup tasks/jobs as a result, but hopefully won't be too much trouble for you.  Personally, I'd remove from control panel and run the 2013 cleanup tool after that too (just in case) 

Yes, you can install on a computer that currently doesn't have the app installed. You'll be prompted to enter the new key and then the old single license key as well on each system that starts with a fresh install.
