Universal Recovery was an option to download when I bought the program TrueImage 2017.

Must I Install that program and why and what does it do?

I've already made a full back up with Image

Universal Restore is an additional / optional component of Acronis True Image and provides a means of restoring your Windows OS backup image to different computer hardware should that be needed in the future for you.   By different computer hardware, I mean a new computer, or a change of the main motherboard and associated components.

The main program functionality is provided in the core True Image application for Backup & Restore / Recovery, so making your backup is good, but you should also ensure that you know how to use the Acronis bootable Rescue Media / Disc (which can be on CD/DVD or USB stick) as if you want to use your full backup to recover from a disk failure or OS issue, then this will be needed to help you do so.
