Universal Restore vs Rescue Media Builder

I am trying to create a bootable USB flash drive to use for restore.  When I use the Universal Restore, it gives me an ISO file.  When I select the Rescue Media Builder, I can create 2 types of bootable media but they won't boot on a regular PC or laptop (says no bootable device found).  Shouldn't Rescue Media and Universal Restore be on a single bootable media?  I am you need the drives but you also need the software to do the restore.  How do I go about creating one?

If ur is installed on the machine, both will be included in the default rescue media but you have to build this on the machine. The default ISO does not include universal restore.

no bootable media suggests you don't have the rescue media properly selected as the boot option in the bios, or that it was a bad burn. Things like secure boot being enabled in the bios can also prevent the rescue media from being allowed to boot because the bios would prevent it if secure bout is enabled.
