I've been having issues trying to image or clone my current Windows 7 64x boot drive SSD to a new larger SSD. When I do this via many different programs tried after confirming the BIOS is selecting the correct drive to boot from I get a disk error.

From what I can tell the cloning process isn't doing an exact clone.

In computer management my current system disc shows
System Reserved (System, Active, Primary Partition)
Local Disc (Boot, Crash Dump, Primary Partition)

Whereas the cloned disc shows
System Reserved (Active, Primary Partition
Local Disc (Primary Partition)

Will Acronis True Image do this in full? If so, what steps are required?

It should and most likely will work. However, if your disk is throwing errors with other programs, chances are there is corruption (dirty sectors) on your drive that need to be resolved first.  

Open an elevated command prompt (right click and "run as administrator"... it's located in %windir%\system32\cmd.exe.  Then type the following and let it do it's thing. Will most likely need to reboot to complete the process.

chkdsk /f /r 

Once chkdks is complete it should have identified the dirty secors and marked them as bad or repaired them.  You should now be able to clone.

And yes, Acronis does move the MSR to the front of the drive.  No idea why, but the MSR is a useless parition intended to be borrowed from in certain scenarios where dynamic disks are involved.  I've been using Acronis for years and have not had any negative issues with having the MSR moved to the first partition as a result since it properly remaps and identifeis the other partitions in the correct order, making Windows recovery still possible and it does not change or modify the data in the OS.

Thanks for your comments. I did end up purchasing due to the 30 day money back gaurantee and it did work first go. Great program.

Glad to hear it.  Acronis has been my go-to for several years.  I still use a couple others as supplemental (backup-backup-backup) options, but I've never had to fall back to them. Hope it continues to suit you well!
