Acronis True Image 2018 - Unchanged Files Being Included in Each Incremental of a Chain

I was doing a test to verify how incrementals work and are only changed files included in each incremental backup.  Turns out that each incremental includes files in the same folder that have remained unchanged since the last full backup.  Why is it not logical to expect that for each specific folder only the file that changed in that folder would be listed in the Recover screen when viewing a backup.

This is not the same issue as elsewhere where a user complained that incremental backup size is four times bigger than the single Excel file changing between incrementals.  I can live with the system creating a backup size larger than the aggregate of the files changed.  But I don't want the system including files that did not change.

Is this by design or is it a glitch?

Please can you clarify how you are determining that unchanged files are being included in your incremental backups?

I believe when you go to the Recovery view, you will see all files available for recovery as of a specific backup date. That would include those in the latest incremental as well as earlier increments or full backup.Otherwise, you would potentially need to keep stepping through backups to find the one to include the latest version of a file you'd wish to recover.
