backups take forever to start
just bought 2017 and did free upgrade to 2018
i have a 2 gig folder i decided to do as a test for speed. it takes 'forever' for it to get off the 'backing up screen' and calculating time
it is not sending data to the external drive as i see through Task Manager the send speed. so does it normally take forever for the backup just to start? i have it setup as differential.

What does "forever" means in this case. 15 seconds? 30 minutes?
It's perhaps worth noting that ATI can take a long time calculating the remaining time and is sometimes (and perhaps always) performing the backup while displaying "Calculating". I've seen it finish a backup - a long backup - without ever finishing the calculation.

build 9207 and always within windows.
forever is hours. even for small backup test. and i have task manager open and i can see there's no uploading going on. i tried a 156 mb backup over the weekend and never got it working

Ted, if such a small amount of data (156MB) takes hours, then that definitely is not normal behaviour and would suggest that there is something else going on with your computer.
The first point to check is that you are running ATIH 2018 from an Administrator level account in order for it to have the necessary privileges for accessing your data for backup - Acronis works at a low level in the OS and needs this level of authority.
Next, please download the MVP Log Viewer and use this to check what messages are being shown in the backup task log, assuming that the task does eventually run and write to the logs. This can be found via the Community Tools (shown in the GUI on the Tools page) or via the MVP User Tools link in the Useful Links part of the forum webpage.
A further suggestion is to download the free Acronis VSS Doctor program (link in my signature below) and run this as Administrator to check your computer for any VSS issues - this is the Microsoft service used to create snapshots of data. See KB 59440: Acronis True Image 2017: 'Snapshot for backup' option overview for more information on snapshot options that you can try instead of VSS if needed.

i had run vss doctor a week or so ago. all is ok there
i installed the log viewer as well over the weekend . thats the weird thing. all these manual attempts and failures as well as me trying to stop things , do not show up in the log. i do see the one manual thing did work this morning. but i know ive tried to start and then later stop things and that i had to reboot to get acronis to free up.
my account is an admin account but every time i try to start acronis manually i have to click on the warning to allow it to run
is there any chance upgrading messed things up? i just got a notice the product is not activated and i have 30 days to do so while i was sitting here.why doesnt the product stay activated. why cant i just have it downloaded and never be connected to the internet? this is why i bought a stand alone product, not a sub

Ted, at this point, it may be worth going for a clean install and starting over again rather than trying to fix the current issues.
Do a normal uninstall of ATIH via the control panel, then use the Acronis Cleanup Tool to remove any residual traces of the product, followed by restarting the computer then reinstalling the latest 2018 software as administrator and creating your backup tasks again.
If that doesn't resolve this problem you will need to open a Support Case with Acronis, especially if you are still being told the product isn't activated!

will the program pick up on all my old backups that are on the external drive if i set things up the same?

Ted, yes it will but as you already have 2018 installed, you can use the option to 'Save settings' your current backup task configuration settings found on the Settings page tab at the bottom, then use the Import settings option after reinstalling.

To be fair, the type of logs displayed by default by the Log Viewer (at least on my computers) are for backup task. Something preventing the task to start probably wouldn't appear in the task's log. I had a daily backup task fail to start for over a week. I don't recall what the problem was, but there were no (backup task) logs to help diagnose the problem. There are a bunch of other Acronis logs that the Log View can display, but I don't know much about them. Perhaps the Scheduler log might show something helpful.

That is normal behavior if you have Windows' User Account Control to prompt you whenever a program wants to use elevated privileges. ATI needs those privileges and that pop-up is asking to to grant those privileges.

i have done a clean install and imported my settings. i did start one and stop it and it was fine. however now i tried that 156 mb test file and it just says queued. so in the morning ill let you know if it worked overnight.

Does the ATI GUI indicate that some other task is active?
I would guess that there might be something in the Schedul2 log to give helpful information. (At least that's where I would put it.) Unfortunately, I don't understand anything in that log.

Ted, I would not recommend starting a backup and then stopping it without allowing the process to run to completion, so not sure if this is a factor with you seeing tasks queued now?
Please download the Acronis Scheduler Manager program from the link in my signature then run this as Administrator which will open a black window.
In that window, type the command task zap which will clear out any queued tasks and remove any scheduled tasks too.
Retry your backup task and let it run to the end if possible. You will need to reset any backup schedule for your task too.

I twice tried stopping FTP backups yesterday and the Stop never finished - required a reboot to get the ATI GUI back. I assumed it was a problem with the FTP support but it could be something odd in Stop processing.

Patrick, I suspect that there are issues depending on how backups are being stopped, how long the user waits for the stop to be effective and any cleanup performed etc, and whether any Acronis processes / services are being terminated as part of the attempt to 'kill' the backup?

I just tested stopping a backup in progress on one of my machines. Backup is a Full OS disk, all partitions. to a secondary internal SATA III drive.
I stopped the backup first during the snapshot phase while VSS is capturing the disk info. Immediately after I selected the Stop button I was given a pop up box asking to confirm the action, I selected Yes and within a few seconds I was shown a second message indicating that the backup had been stopped.
I immediately started the same backup again and this time I waited until the actual backup file was being created evidenced by the progress bar showing more than 4GB had been transferred. Again I saw the same behavior and had the same result as above.
I immediately started the backup again and let it run to completion which it did without any problem.
I am including a screenshot of the Activity below:
