Can't Make Bootable Recovery Disc

Thread needs solution

I was having issues with W-10 trying to update from version 1903 to 1909. I had several conversations with MicroSoft and yesterday they said that I needed to reinstall a clean copy of W-10, version 1909. So, they set up the download and after it finally arrived, I installed it and everything went fine. Everything that I checked out was working as normal. But, just to be safe, I decided to create a "new" Recovery Disc, so got out a new/fresh DVD, formatted it and then opened up TI-2018, went to "tools" and clicked on Rescue Media Builder.. I chose the "Simple" choice and clicked on "proceed". The progress meter got up a little over half way and stopped, then a message came up that the "Device was Busy". I had a choice of "retry" or "cancel"; chose "retry" a couple of times with nothing changing, so had to cancel. I got out another "new" DVD and the same thing happened, so I scanned/repaired the DVD for errors and it was OK. So, I got out my old recovery disc that I made two+ years ago when I installed TI-2018 and went through the recovery steps fine to get to the point where I could have done a recovery and then stopped. I even copied some files from areas on my hard drives to the DVD's and things went fine. But, I can't make an additional/new recovery disc.
The main thing that is really bugging me is yesterday I purchased TI-2020 to get the latest version of Acronis and since I'd reinstalled W-10 I wanted to make sure I was ready to do it and I'm glad I did. What could be causing TI2018 to not be able to create a recovery disc; especially when it has done it before. Thanks in advance.

I got to looking a little further and found that my "current" DVD Recovery Disc is formatted in CDFS and the offers my system shows to format a disc is UDF (1.50, 2.00, 2.01 & 2.50)  I can't find anywhere that I can change the format option to CDFS.  Like I said above, back in August of 2018 when I installed TI-2018, this system had W-10, but at a much lower version. Did somewhere over the last 2+ years Windows stop offering a format choice of CDFS ?  Or does it matter ?  I know the "U" stands for Universal, but could that be causing my issue with trying to make a new boot disc from TI-2018 ?  My solid state HD is still NTFS.  This seems all crazy.  I hope someone can help me. As if I install TI-2020, I won't be able to make a recovery disc and that's not good.

You shouldn't format the DVD at all. Just put in a new blank DVD and try to build the recovery media to it.

Thanks for the tip Mustang.  I was able to create another boot disc for TI-2018, so now I have "two" that work OK.  Another question: since I'm now going to get back to installing TI-2020 is it OK to reuse one of my TI-2018 discs to make a TI-2020 after I get it installed and make my first backup?  The discs are +RW, so it should work OK.  Should I delete everything on the disc before I use it  for making the boot disc or will the Recovery Media Builder just write over the existing files?  I'm out of "new" DVD's and live in a rural area far away from a store that carries DVD's, so it will be a while before I get to a store to purchase more new discs.  Thanks again for the help.

You should erase the disk before trying to use it again.
