New GPU and Power Supply, as well as a motherboard problem
I recently got the NVIDIA GeForce RTX 3060Ti graphics card, as well as an 850W power supply, and hooked everything up to my computer. My PC beeped 5 times after starting up (which I'm pretty sure means there's a problem), and the VGA has a solid red light on it, while the GPU has a solid white light. I double-checked that all of the pieces were in place and that they were, as well as trying to reset the CMOS on the motherboard (I can't tell if it worked or not because I can't access my monitors because the graphics card isn't attached). Do you have any suggestions for what we should do?

Also check that both the power connections to the motherboard are firmly seated.
If you have a spare power supply, will the PC boot if it is connected - make sure the power supply is also connected to the graphics card. If you have multiple SATA drives, only connect power to the boot drive it is a SATA rather than M.2 drive. This will help identify if the new power supply is faulty.
If the new power supply is modular, make sure all the cables are firmly seated on the power supply. I cannot recall ever seeing this happen but it is worth checking. If the new power supply is faulty it may also have damaged the motherboard, the Video card and/or the CPU. I have had a faulty power supply kill multiple SSD SATA drives before I worked out the problem.

There may be a compatibility issue with your new hardware and the motherboard. The 5 beeps, solid red light on the VGA, and solid white light on the GPU are usually indicative of a hardware problem.
