new "Backup Cleanup tool"?
At first I thought that the new feature that would interest me is the "Backup Cleanup tool". Then I thought maybe not. (Please correct me if I'm missing something...)
Both of these thoughts are due to a feature NOT added with 2019, which would be important to me (and that I've asked Acronis for; I admit doing so would not be a minor enhancement).

thread, namely that because I need to regularly manually modify the backup settings (including switching between Full and Incremental, and the time of day they run).
Because of this, the functionality to automatically clean up backup will not work for me (I did work with Acronis support to try to make it work).
So I need to manually clean up my backups. But I'm quite comfortable and used to doing so in my File Manager (and clicking Ignore a couple times every time).
I figure that if one uses the new "Backup Cleanup tool", it has the advantage of the the auto-cleanup functionality having full knowledge of the cleanup being done...but since I can't benefit from the (IMO unacceptably limited) auto-cleanup functionality, it seems to me that all upgrading to 2019 will do for me will be to avoid clicking Ignore a few dozen times a year, so I'm thinking I'll skip 2019.

I agree with the sentiment of the original post.
Frankly 2019 is an update I'll likely skip.
I'm still waiting for an update worth upgrading all of my licenses to, 2019 was frankly kind of disappointing and largely only impacted features I don't use.
I have 6 2018 licenses, 1 2017 license, and 5 2016 licenses.
The 2016 licenses were primarily bought to put on machines for people I help (i.e. Parents, Family, etc.) and whose computers I manage. There's been no need to update their machines as their needs are incredibly simple and next to no maintenance is needed. The 2017 license was one that I upgraded for one of my personal machines but then the machine was retired so there was no need to keep it, so it never got upgraded to 2018 (2018 was a decent version with a handful of features that applied to me i.e. Creating VHDs).
More of my machines at this point are on Linux than on Windows so there's basically no point for me to upgrade the majority of my 2018 licenses anymore.
Short of proper linux support or a built in utility similar to "MultiExtractor" capable of recovering files from corrupted TIB files (The program works really well, though it has a limited number of supported file types) I don't know what I'd really need from Acronis.
Maybe Acronis has just given me everything I need, perhaps I'll wait a few years before updating again, there just doesn't seem to be value in doing it right now.

Your point about the Acronis database reminded me that I've stopped bothering to manually validate after doing manual deletes; I guess I've stopped bothering because since the auto-backup functionality won't (as I mentioned) work for me, the Acronis database doesn't seem as important for me.
I do recall saying when I first started using ATIH that the lack of in-built manual backup deletion was a surprising omission, so I do very much think it was worth doing (regardless of how much it helps me personally).
It knowing to delete subsequent Incrementals too is smart fuctionality; but personally I just delete whole chains at a time. (Well, except for the semi-annual Fulls I retain forever.)
Supporting Comments is smart functionality too; sometimes comments would be really helpful (such as to remind me when I change backup architecture), I should try one at some point.
