how to create a bootable USB external drive with ONLY system files

Thread needs solution

I've used Acronis True Image to create a bootable USB external drive.  I then tried to create a backup of my C: drive that only contained operating system files--nothing personal or business specific.  I tried just picking C: for backup.  ATI shows bootable system only (partitions, EFI and Recovery) yet backs up my user account with personal files.  How do I restrict to just the bare bones needed to restore operating system and files needed to make functional?  Thanks, Charlie

You can apply filters manually and exclude the files you don't want to backup.
