Preocess for Restoring to New W10 Machine
What would be the steps involved in restoring a true image backup from one W10 machine to a new one ?

Ditto to Ian initially!
Same Windows 10 edition and architecture.
Activation of above on both systems ideally prior to migration.
Make a full disk backup of both systems before migration in case of going back to square 1.
BIOS boot mode should be the same, i.e. both UEFI boot.
Create an Acronis Universal Restore boot disc or USB stick in case might be needed if the new system has some hardware that Windows 10 doesn't recognise automatically and will need drivers for.
If the new system comes with a working Windows 10 install, then make a backup of the installed drivers.
If you are intending to keep both Windows 10 systems active, then activation will be an issue and a new license will be needed for the second system (unless always is licensed via hardware signature).
Will both systems have the same type of boot disk drives? Both using SATA drives? If moving from a SATA drive to a system with a newer NVMe M.2 type drive, then may need to have the Intel RST drivers in the ATI rescue media to support RAID SATA mode. If so, create the rescue media using the MVP Custom PE builder script (link below) and use the option to include the Intel RST support.
