Is that newer PC different hardware? I'd assume so, and that's why you're having errors. The base ATI product doesn't support restoring to dissimilar hardware. Think about it: that image is of your old system, with old drivers for its old hardware. The new system needs different drivers, so it's failing as you're giving it inappropriate drivers, dlls, and other stuff it can't use.

You can do a files/folder restoration to the new PC, so you can move your user data files.

I thought the whole point of universal restore was to install it on completely different hardware

I cannot remember if version 9 included Universal Restore. If it does, then did you prepare first? Did you assemble the required drivers for the new hardware, in uncompressed .inf format, into a folder that you could install when prompted by ATI?

Also, is the new PC the identical OS to the old one? If not, then Universal Restore isn't the solution, as Universal Restore is intended for dissimilar hardware, not dissimilar OS.
