ATI 2014 cant get sync foler erased

having a confusing nightmare of a time on something that should be really simple. I wish to completely empty the sync folder from pc and cloud make it go away be gone, everything in it. I wish to do this so I can start fresh. so I have gone in to account unlinked and deleted folder with everything in it from pc. yet go to create sync and low and behold its back. go into cloud and manually deleted everything so ive now got 5gb free. go to syn folder and there it all my stuff again. some of the stuff in that folder isn't even on this pc anymore (fresh install) and I do not need nor will I ever need. Why is this so impossible???

All I want is to make my sync folder empty and stay empty so I can start fresh and only put in what I need. How do I accomplish this impossible task?
