Bootable disc won't work

I have TI 13 (latest update just downloaded) and Windows 8 (updated but not 8.1 which has given problems) on a recent Toshiba laptop. I have created a new TI bootable disc which, after some difficulty, is now addressed by the laptop with the disc spinning for a few seconds, but it then stalls and proceeds no further.
Any ideas please?
