Can't Create Secure Zone

I just purchased True Image 2010 and I have Win7 Ultimate. I'm trying to create a Secure Zone but, it seems to fail every time. I am trying to create on my external HDD as its the largest on my system. I select the drive and tell it how much room to set aside for the Secure Zone and tell it to go. It will show initializing for a few moments before saying "reboot is required; if no decision is made within 10 minutes, this operation will be canceled". So I reboot and everything comes back on and nothing happens. I start up TI again and its acts like I never requested the Secure Zone creation and I attempt to start over and the same thing happens. I also tried this on a secondary internal HDD and the same issue arises. Can anyone help me on this? Thanks.
