Changing disk format during recovery

I have a catch 22 situation on my PC. The XP3 convert program refuses to convert my system drive format from FAT32 to NTFS. It proceeds apparently normally and then returns a message 'conversion failed'. No reason or error code given. Because the system drive is FAT32, the Windows7 upgrade program refuses to function.

Is there a way I can use TIH2012 to convert the disk format to NTFS during a backup and restore action?

I don't think so, it's going to restore with whatever file system was backed up. Is there anything special about the drive format as it is now?

Don't mean to patronize but are you following these instructions:

Have you run chkdsk /r on the drive to ensure it has no file system errors?

Have you tried starting in safe mode and then running convert?
Have you tried running convert with the /x parameter to force all open file handles closed?
