cloning hd to external usb drive and later how to use it on new pc?

I want to use Acronis True Image 2013, to do a disk clone to deal with 2 scenarios
and am looking for instructions:

I want to to clone my hard drive to an external usb drive.

1 .If my HDD dies, I am concerned that I might not be able to boot from the usb drive.
And even if I buy and install a brand new hard drive, since it has no OS on it,
how do I run Acronis which in theory is on the usb cloned disk?

2. If my pc is destroyed or stoles, and I get a new pc, the cloned drive might not work
even if I learn how to boot from a usb drive because the new pc would probably have a different
motherboard requiring different drivers.

Can anyone advise me on how to use the product to prepare for both scenarios?

Create a full disk backup to the external HD. You can do many such backups saved to the same drive, at various dates such as on a regular backup schedule. If your drive ever fails, install the new drive and restore a recent backup to the new drive using the ATI 2013 bootable Rescue Media.
