Consolidation Selection for Incremental Backups

I want to consolidate a set of incremental backups:

Full Backup
Inc1
Inc2
Inc3
...
Inc16

I want the resultant backup to reflect my system's state as of Inc16. Do I only select 16, or do I have to select all the backups?

I think it is just selecting 16, but hey, these are backups and I want to be accurate. If a file was modified on Inc2 & Inc3, the latest version (inc3) will be on the consolidated backup, correct?
