Email Backup for Standard User

I have a multiple user accounts on the Win7 PC. I have setup scheduled backups of Outlook email accounts. The backups will only complete successfully if the user accounts are set up Administrator. The backup is set to run under the user name for the outlook accounts to be backed up. The standard user generates the error notification:

I downloaded and installed 'SnapAPI Build 709' as suggested in the knowledge Base, without any change.

Help would be appreciated. The backup runs successfully if the user account is set to Administrator, but that is not an ongoing option.
