Error - 0xc000000f - NLS FILES MISSING OR CORRUPT

I had to do a system restore. Have validated my image multiple times (all good). When I did my system recovery using TI 2011 Recovery Media I first encountered a BOOTMGR MISSING error message. After looking through the forums, was able to fix that. Now my computer spits out a new error message;

Error: Windows failed to load because the NLS files are missing or corrupt.

I have tried every trick in the book to fix this.

/FIXMBR
/FIXBOOT
/REBUILDBCD
/SCANOS

You name it, I've tried it. I've even gone so far as to extract successfully the entire System32 folder (that is where all the NLS files are found) from a Windows 7 Genuine OS DVD to a HDD, burnt to a DVD and successfully copied (using DOS) the folder from the DVD to my OS drive.

Can anyone out there please help me fix this problem. I am sure it's just a simple fix to get a file/command string to look in the \Windows\System32 folder for the NLS files. They are all there.

I have tried the SFC /SCANNOW command and the system tells me that there is a correction that requires a reboot and then retry the Scan. I'd LOVE to reboot however, it continues to hang at my error message.

Any and all help would be appreciated. I am running Acronis 2011 w/Add-On Pack, Windows 7 Ultimate x64. Only have one (1) HDD hooked up and currently have my DVD Drive set as first boot device. My SATA drivers are AHCI (set as such in BIOS).

I'm having exactly the same problem. Quite a few references to this problem when one googles TI 2011. We really need Acronis to respond to this.
