Exclude Reycle Bin

Is there any reason why the Recycle Bin is not excluded by default?

I'm doing a lot of file deletions, and just realized the last backup handed over 10,000 files in Recycle

How would I specify the exclusion? Windows 7, and I do backup hidden and system files.

Recycle in in $RECYCLE.BIN
